Abstract In November 2011, Congress passed the Veterans Opportunity to Work to Hire Heroes Act authorizing the Veterans Retraining Assistance Program (VRAP). VRAP offers training assistance to unemployed veterans who are not eligible for any other VA education benefits program. The program expires in March 2014. Our objective was to determine whether the Veterans Benefits Administration (VBA) effectively administered VRAP to maximize veterans use of the program.
