Abstract The American Recovery and Reinvestment Act of 2009 (ARRA) provides significant funding for comparative effectiveness research (CER) to improve health care for all Americans, including children and persons with disabilities. Because CER studies the effectiveness of the full range of treatments and interventions on specific types of patients, it necessitates linking data sources, including administrative and survey data. Medicaid is the largest safety net insurance program in the United States. In 2007, Medicaid covered over 61,000,000 persons. The Medicaid Analytic eXtract (MAX) is an annual research file containing records summarizing each persons demographic, eligibility, and claims information for a calendar year. To support CER and expand the usefulness of MAX, the Centers for Medicare & Medicaid Services (CMS) would like to link MAX to federal administrative records and surveys.
