Abstract When the NRRC began operations on April 1, 1988, it launched a single direct government-to-government communications link (GGCL) with its USSR counterpart located at the Ministry of Defense in Moscow. Since then, the U.S. NRRC's role has expanded to include the operation of additional international communications links, which have allowed the United States to implement 13 different nuclear, chemical, and conventional arms control treaties and security-building agreements.
