Abstract
|
On September 30, 2010, the U.S. Department of Energy (DOE) submitted the Draft Basis for Section 3116 Determination for Closure of F-Tank Farm (FTF) at the Savannah River Site (basis document) to the U.S. Nuclear Regulatory Commission (NRC) for review, as required by Section 3116 of the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005 (NDAA). Section 3116 of the NDAA requires DOE to consult with NRC when determining whether certain wastes associated with spent fuel reprocessing are not high-level wastes (HLW). The purpose of DOEs draft basis document is to demonstrate that stabilized residuals in the 20 remaining underground radioactive waste storage tanks in the FTF as well as related ancillary facilities, are not high-level waste and therefore, meet the criteria in NDAA Section 3116.
