Abstract
|
The purpose of work package 4 of the EWENT project, findings of which are summarized in this publication, is to provide concrete monetary valuations of the impact of extreme weather phenomena on the transport system. This target is operationalized through several steps of research activities: Review of methodologies used to value accidents and travel time savings. Determination of values used. Justification of values chosen. Calculations of impacts, measured in euro. Mode by mode analysis of what cost items are significant. Analysis of data availability and needs for additional data for future analysis. The review of methodologies has shown that there is a solid economic foundation for the methodologies used, even if the actual ways to carry calculations may differ from country to country. Fundamentally, the value of travel time or accidents has been set by defining the variables that are taken into consideration and need to be updated from time to time to reflect changes in relative prices (cost of living, manufacturing costs, salaries etc.). Independent of which country is reviewed, the analogy of dealing with costs remains the same.
