Abstract
|
In this handbook, we aim to provide stakeholders with a compendium of updated information for using total maximum daily loads (TMDLs) to address waterbodies impaired by polychlorinated biphenyls (PCBs) consistent with Clean Water Act (CWA) section 303(d) and EPA regulations at 40 CFR Section 130.7(c). This handbook will identify different approaches that have been successfully used to develop PCB TMDLs and provide examples. In particular, the handbook will address how to develop PCB TMDLs that account for all sources of PCB contamination (including passive sources such as landfills in which PCBs are contaminating the soil). One goal of this handbook is to illustrate how development of PCB TMDLs take into account other program considerations (e.g., Water Quality Standards (WQS)), and how TMDLs may benefit from tools available in other programs (e.g., Superfund).
